The present Convention was based on a project drafted by the American Institute of International Law at its session in Havana in 1917. Many of its provisions reproduce substantially or literally the rules of the Hague Convention (XIII) of 1907. It contains, however, some innovations and additions to the latter Convention, some of which are based on the experiences of World War I.
