Forum of adoption Fortieth Session of the International Law Association.
This draft convention, which was prepared by a committee of the International Law Association and approved in principle by the Fortieth Conference of the Association in 1938, represents one of the notable instances of the efforts of the interwar period to define and improve the protection of the civilian population in armed conflict. Its main object was the establishment of safety zones for certain non-combatant classes of the population.
